If you are an IPIA, Manufacturer or Plant ...

WebLabels is a secure, limited access system used specifically for entering HUD Certification Label data, in accordance with the Manufactured Home Procedural and Enforcement Regulations Part 3282. WebLabels is designed to be the successor application to WinLabels.

Once migrated from WinLabels, your organization will no longer need to produce a WinLabels Extract File and send data files.WebLabels tracks the manufacture and shipment of manufactured homes, and serves as the primary source of data used to calculate fee payments to SAAs under the executed cooperative agreements. IPIAs must be able to track labels and verify fees paid for labels. The IPIAs can use this system to track their issuance of labels to manufacturers and plants, and by manufacturers and plants to report label usage to the Department (HUD). However, use of this system by the manufacturers and plants is optional. The IPIA/SAA Monitoring Contractor administers the headquarters configuration of this program and the national label control data set.

The Department has made WebLabels available to the IPIAs, manufacturing facilities and plants free of charge, to facilitate the collection of data supporting the HUD Certification Label control process by each of the parties. WebLabels allows the manufacturing plants to enter data concerning the units, the system enables IPIA to access the electronic data and subsequently to the IPIA/SAA Monitoring Contractor each month.

WebLabels provides additional functionality, including an automated facility for reporting the destination state of homes shipped after the month of manufacture, and the manual submitting of error correction reports.

WebLabels is fast, accurate and easy to use.
Paperless adjustments and typing shortcuts save time and money in label control costs. IPIAs using WebLabels, transmitting through the internet, get their reports an average of 10-15 days sooner. Reports are completed at the IPIAs and HQ with a 95+ percent accuracy rate, versus the 60-70% prior to WebLabels.
