Headquartered in Herndon, Virginia, the Institute for Building Technology and Safety is a not-for-profit 501(c)(3) corporation jointly governed by representatives appointed by the National Governors Association (NGA), the Council of State Governments (CSG), the National Association of Counties (NACo), the National League of Cities (NLC), and the International City/County Management Association (ICMA). IBTS exists to provide impartial evaluations, research and technical assistance to Federal, state and local government agencies. The Institute seeks to augment the existing resources of government in the following areas of the built environment:
