The Institute for Building Technology and Safety (IBTS) is a group of building industry professionals that has been providing various types and levels of building department services and municipal services to clients across the United States. IBTS is a not-for-profit, public service organization dedicated to public safety, with more than 30 years of experience working with Federal, State and local governments. As a government-founded "not-for-profit" corporation, IBTS combines governmental credibility with private sector efficiency.

IBTS Services
Building Department Augmentation
Based on construction activity, workload, and available staffing resources, your jurisdiction may need temporary or long-term support. IBTS has successfully augmented building departments, both small and large, with Permit Technicians, Certified Building Officials, and ICC-certified Inspectors and Plans Examiners experienced in all types of structures and all disciplines.
Building Department Development and Administration
IBTS has successfully created building departments in areas where no such authority previously existed, and we have managed the administration of building departments on behalf of jurisdictions. IBTS brings a wealth of experience with starting and maintaining an effective and credible operation that is responsive to all stakeholders. In rural areas, IBTS has also developed a regional department-approach wherein multiple jurisdictions are serviced through an IBTS office that is staffed and strategically located to service the geographic area. IBTS has also assisted in the selection, implementation, and configuration of software systems for many of its clients.
Code Enforcement
IBTS is available to assist in the enforcement of the codes and ordinances which regulate construction and property maintenance in your jurisdiction. IBTS can augment your available resources and work on behalf of your jurisdiction to receive citizen complaints, research internal and external records, notify owners, tenants or business owners, perform initial and/or follow-up inspections or other field work, initiate field notices regarding violations, and provide testimony.
